Portugal 2020

The Portugal 2020 Partnership Agreement, signed in 2014 between the Portuguese Government and the European Commission, sets forth the general guidelines for the five European Structural and Investment Funds (ESIF) – ERDF, Cohesion Fund, ESF, EAFRD and EMFF – and enshrines the economic, social and territorial development policy to be promoted in Portugal between 2014 and 2020.

With a financial package of EUR 25 billion, the programming and implementation of Portugal 2020 is structured under four thematic domains: Competitiveness and Internationalisation, Social Inclusion and Employment, Human Capital, Sustainability and Resource Use Efficiency.

Portugal 2020 operates through 16 Operational Programmes.

PORTUGAL SOCIAL INNOVATION WITHIN THE FRAMEWORK OF PORTUGAL 2020

 n The Portugal Social Innovation initiative was created and negotiated with the European Commission as part of the programming for Portugal 2020 aimed at financing specific Social Innovation and Social Entrepreneurship intervention initiatives to stimulate the sector and promote social investment in Portugal.

With an initial allocation of EUR 150 million, we achieve our mission by mobilizing funds from the European Social Fund (ESF).

In this context, the EMPIS is an Intermediary Body with delegation of authority agreements for the four Operational Programmes (OP) that finance the instruments we manage:

  • Social Inclusion and Employment OP (POISE)
  • Human Capital OP (POCH)
  • OP for Competitiveness and Internationalisation (COMPETE2020)
  • Regional OP for the Algarve (CRESC ALGARVE)

The terms of use of these funds for projects supported by Portugal Social Innovation are defined in the regulations specific to each OP and are explained in each of the Calls for Proposals for submission of applications for funding from Portugal Inovação Social’s financing instruments.
